A system of Rolling Registration was introduced in February 2002. This enables people to be added to, or deleted from, the electoral register at any time of the year rather than making registration reliant on residence on a single annual qualifying date.

Postal Voting is now available on demand for the first time. People no longer need to give a reason for requiring a postal vote. Anyone is able to request one for a specific election or register for an automatic postal vote for a set time period.
