As part of the Local Plan process, a review was necessary in order to keep the Adopted Local Plan up to date and to include development considerations up to 2016. Some of the Adopted Plan's existing policies had stood the test of time, however other aspects needed updating in response to national or regional planning guidance.

The Review

There are several stages in the review of a Local Plan.

The current review document is the Local Plan Review 1st Deposit Draft. This is the first stage of the review when the new plan is available in published form. The consultation period for the 1st Deposit Draft was 16th April – 28th May 2004.

Some of the main changes to the Adopted Local Plan were as follows:

  • Housing development to be carefully managed to 2016; most on sites that already have planning permission
  • A new mixed development opportunity, including houses and jobs planned for Fleetwood Dock area; no other new housing sites
  • The conversion of barns for uses other than housing, for example tourism and employment uses, encouraged
  • New development planned at Thornton to provide jobs in the local area
  • Areas for new shopping development in Fleetwood, Cleveleys and Poulton town centres
  • Additional land for job creation included in the Garstang area at Catterall
  • Building in villages tightly controlled
  • Policies to help protect nature, landscape, heritage and to promote good design and the use of public transport
  • Tourism development areas for Fleetwood and Cleveleys; tourism in general also promoted
  • Promotion of the use of renewable energy

As a result of the Planning and Compulsory Purchase Act 2004, the Local Plan Review was abandoned in favour of pursuing a new Local Development Framework for Wyre Borough.

However, whilst the review process was not completed, the policies of the Local Plan 1st Deposit Draft were adopted by Wyre Borough Council for Development Control Purposes.
